Cement Credits-Total Ash Management Program

A contract for sale of coal ash is an agreement whereby Republic collects from GMEC the ash it generates from the combustion of coal and translates the price “paid” for the ash into credits for physical cement products from Republic. GMEC makes the cement products available to the Province of Bataan via delivery of the product to the actual site of an approved/verified  public works project in the province. The partnership forged between GMEC, Republic and the Province of Bataan has created a unique opportunity for all parties to be part once more of a driven effort to safeguard the environment and build a nation, by transforming an erstwhile common by-product into an integral component of progress. This agreement was signed on 30 August 2012.

Sea Patrol Program

This program ensures that the fishing community near the plant site is a sustainable fishing area and helps in the prevention of any forms of illegal fishing. The sea patrolling managed by COMREL is primarily tasked to secure the plant’s Jetty Area from illegal fishing activities that will help in establishing a fish sanctuary as well as a first responder in times of sea mishaps. This is a joint program by GMEC and GNPD.

Medical Assistance

Health Program​

GMEC ComRel is focused on improving the health of the residents in the community through donations of medicines and medical equipment, the conduct of regular medical/dental consultations, and the improvement of health facilities in the community.

PGB-Romalaine-GNPower Vaccination Center Project

GNPower-PGB-Romalaines Vaccination Project was established to support the Provincial Government of Bataan’s objective of achieveing herd immunity within the province by providing an additional site to accommodate COVID-19 vaccination for residents. Moreover, this project will also help get GNPower project companies employees, their families and contractors vaccinated. The vaccination center officially opened last August 11, 2021 and is expected to operate for 45 days (frequency of at most 3 days per week).

Educational Assistance

This program aims to give scholarship grants of any degree course to indigent but deserving students. The initial batch of scholars was from Sitio Dinginin, for SY 2015-2016 second semester the program was opened to all Mariveles incoming freshmen or active college students passing the following criteria:

  • Parents are Mariveles residents for at least a year.
  • Incoming Freshmen or Active College Students
  • The annual family income does not exceed ₱ 150,000.00.
  • Grade Requirements
    • For active students, general weighted average (GWA) of 2.00 or better for the previous two semesters with no dropped, failed and incomplete grades, a grade of 2.00 or better for all major subjects and a grade of 2.50 or better for all minor subjects.
    • b. For incoming freshman, a final grade of 92 or better or belonging to top 10 of the batch from Grade 9 to Grade 12
  • with good moral character and values

  • Board Exam Review Scholarship Program – This program was initiated on year 2018 for continued assistance to our graduated college scholars from PUP Bataan whose courses require board exam and/or certification. In 2019, the program was opened to newly-graduate Mariveles residents who excelled in their undergraduate courses.

Environmental Enhancement Program

Sitio Karagatan Reforestation Program

On the 6th of June, 2014, the Memorandum of Agreement between Authority of the Freeport Area of Bataan (AFAB) and GNPower Mariveles Coal Plant, Ltd. Co. (GMEC) was signed. The MOA enables GMEC to perform its reforestation project at AFAB’s 48-hectare non-watershed forest area for the duration of 6 years. GMEC has allocated a budget of P8, 750,000.00 for the whole project. The event was witnessed by staff from both AFAB and GMEC.

Nursery at Sitio Karagatan

A nursery was set-up at the Sitio Karagatan site initially for raising of seedlings for seedling replacement activities at Sitio Karagatan. Currently, additional seedlings raised are donated for tree planting activities.

Mt. Mariveles Riverbank Stabilization Program

As part of GMEC’s commitment to the environment, this program aims to stabilize areas alongside the river of Mt. Mariveles with high possibility of soil erosion through planting of bamboo species. This program also aims to contribute to the livelihood of the community with the use of products that can be derived from bamboo.

War on Waste (WOW) Program

The War on Waste Drive or WOW Drive Project was initially proposed by GNPower Mariveles Coal Plant Ltd. Co. (GMEC) to its Multipartite Monitoring Team (MMT) in 2017. It was agreed that the MMT will spearhead the project and shall be participated by the plant’s neighboring Barangays. The program was postponed due to the reorganization of the team and the barangay elections. Because of the aforementioned events, GMEC ComRel and with the assistance from the Environment Team, has decided to proceed with its implementation as we see the need of the program especially this time that the municipality as a whole is experiencing waste disposal problem as a result of the closure of the Mariveles open dumpsite. Through our War on Waste Drive, we can help minimize the amount of waste disposed by our neighboring Barangays by teaching them the importance of segregation and later on, introduce a sustainable livelihood program by using recyclable materials which are otherwise considered as trash that will provide an alternative source of income for the community and also in support to the waste management of each Barangay in accordance to RA 9003 Ecological Solid Waste Management Act of 2000. The success of this project will help us consider the implementation of the program to other Barangays in Mariveles.

Disaster Risk Reduction Management Program

Disaster Risk Reduction Program was created to provide immediate response and assistance to the needs of the community during the period of calamity (e.g. typhoon, epidemic, etc.).

DOE ER 1-94 COMPLIANCE

DOE ER 1-94

ER 1-94 is a program established by the Department of Energy under the Electric Power Industry Reform Act of 2001 (EPIRA) which stipulates that host communities will get a share of one centavo for every kilowatt-hour (₱ 0.01 / kWh) sold by power generation plants operating in its area. The ER 1-94 fund can be used by host beneficiaries for the electrification (EF) of areas or households that have no access to power, development and livelihood (DLF) programs, as well as reforestation, watershed management, health, and environmental (RWMHEEF) enhancement initiatives.

 

Below are the list of beneficiaries and their respective shares:

  • Electrification Fund (EF) ₱ 0.005/kWh
    • Peninsula Electric Cooperative (PENELCO)
  • Development and Livelihood Fund and Reforestation, Watershed Management, Health and Environment Enhancement Fund (RWMHEEF) ₱ 0.005/kWh)
    • Barangay Alasasin – 25%
    • Municipality of Mariveles – 35%
    • Province of Bataan – 30%
    • Region 3 – 10%

The company allocated an annual fund of ₱ 1,000,000.00 for each of Barangays BASECO and Sisiman to finance the project of the Barangay. This was implemented to widen the scope of the assistance provided to the barangays as communities near the power plant.
